New Victoria 3 dev diary reveals major military upgrades coming in update 1.9

Victoria 3 update 1.9 is bringing sweeping military improvements to the divisive grand strategy game. Since its launch in October 2022, developer Paradox has been working to flesh out the 19th-century grand strategy game, with a particular focus on delivering the conflict possibilities that many players desired. Now, as Steam reviews teeter on the brink of a recovery into the ‘mostly positive’ tier, a new Victoria 3 dev diary details a plethora of changes being made to the way your armies and frontlines are handled.

These changes are set to arrive with Victoria 3 update 1.9, which will roll out to all players for free, alongside the upcoming Charters of Commerce DLC, on Tuesday June 17. Rather than a major expansion of warfare, the focus is on three major pain points that Paradox has identified as “the most egregious persistent issues” impacting the grand strategy game. Specifically, it’s looking at an overload of front splits, the way units shuffle along fronts when they merge, and formations teleporting because they are unable to find a valid destination to move to.

“We know that it’s impossible to fully avoid front-splitting from happening in general,” game design lead ‘Lino’ writes, “but that’s okay, that was never our goal. We cared about addressing the resulting issues.” The new algorithm no longer requires fronts to exist on a continuous stretch of land; the front can now jump a short distance to merge with other nearby fronts. In an example case of revolt from India’s princely states, this cuts 13 fronts down to just two.

To avoid armies from being reassigned to new positions whenever fronts merge or split, they’ll now remain in place as long as they’re stationed at a front camp that is still considered valid after the change. While you’ll still see some of your troops moving when new frontlines invalidate their camps, this will happen much less frequently, and hopefully only in cases where it actually makes sense to do so, meaning you should run into far fewer instances of parts of your front being unexpectedly left undefended.

The third issue being targeted is armies teleporting because they didn’t have a valid front to go to. This “fallback solution” has now been refined so that it should no longer be required. Now, in a situation that would previously have resulted in a teleport, the force will be defined as ‘exiled’ and will attempt to head home to their headquarters. In this state, they can march through neutral and enemy territory, cannot attach themselves to a front, will suffer from attrition, and their organization value will gradually drift towards zero. Upon reaching the target HQ, they’ll return to acting like a regular formation.

Paradox is also working on adjustments to how organization values, supply, and morale are calculated. Another big feature that should make planning wars much easier is the introduction of military access pacts that can be established between countries, allowing one’s military to pass through the other’s territory.
