The Trump administration plans to rewrite part of the Endangered Species Act that prohibits harming the habitats of endangered and threatened species. Environmentalists say that could lead to the extinction of some endangered species due to logging, mining, development and other activities. At issue is the longstanding definition of “harm.” The U.S. Fish and Wildlife Service and the National Marine Fisheries Service said in a proposed rule issued Wednesday that habitat modification should not be considered harm because it’s not the same as intentionally targeting a species for extinction. Habitat destruction is the biggest cause of extinction, environmentalists say.
